“Talli Ki Vandanam” Scheme Launched in Andhra Pradesh – Full Details, Eligibility, and Guidelines

 

The TDP-led coalition government in Andhra Pradesh has fulfilled one more promise from its "Super Six" election manifesto by officially launching the “Talli Ki Vandanam” scheme on June 12, 2025.

Under this scheme, ₹15,000 per student will be provided. The government has announced that the amount will be split:

  • ₹13,000 will be directly credited to the student’s mother’s bank account

  • ₹2,000 will be utilized for school development

The program will benefit around 67 lakh (6.7 million) students. For families with more than one child in school (from Class 1 to Intermediate), each child will be eligible for the scheme.

 Eligibility Criteria & Guidelines:

  1. Income Limits:

    • Rural households: Annual income should not exceed ₹10,000/month

    • Urban households: Should not exceed ₹12,000/month

  2. Land Ownership Restrictions:

    • Not eligible if the family owns:

      • More than 3 acres of wetland

      • More than 10 acres of dry land

      • Combined landholding exceeding 10 acres

  3. Vehicle Ownership:

    • Families owning a four-wheeler are ineligible (except for tractors and autos)

  4. Electricity Consumption:

    • Monthly power usage should not exceed 300 units

  5. Property Limit:

    • Families with property exceeding 1,000 sq. ft. are not eligible

  6. Employment Restrictions:

    • Not eligible if any family member is:

      • A central or state government employee

      • An employee of public sector undertakings (PSUs)

      • A retired government employee receiving a pension

    • Exception: Sanitation workers are included in the scheme

  7. Income Tax Payers:

    • Any family member paying income tax is not eligible

  8. Household Survey Requirement:

    • Beneficiaries must be registered in the state household survey database

    • If data is missing, families must contact Village/Ward Secretariats for verification and inclusion

 

 Applicable for:

  • Students from Class 1 to Intermediate (Junior College)

  • Government, private, aided, and unaided schools, and recognized junior colleges

  • Residential schools and colleges also included

  • Also applies to orphans and street children admitted through NGOs

 

 Not Eligible for:

  • Students in ITI, Polytechnic, and RGUKT (IIIT) institutions

  • Students receiving fee reimbursement for professional courses

 Other Key Requirements:

  • Bank Account & Aadhaar linking (NPCI & seeding) is mandatory

  • 75% minimum attendance is compulsory

    • If not met, benefits will not be extended in the following year

  • Benefits discontinue if a student drops out mid-year
